You need to do a couple of diagnostic tests to help us track down the problem.

1. Create a new user account in

 > System Preferences... > Users & Groups

Does Notes have the same problem there?

2. Start up your mac in Safe mode by powering off, then powering on while simultaneously holding down the 'shift' key. You can release the key when you see the grey  logo with a progress bar underneath. When the progress bar completes, log in to your normal account (NOT the one you created in Step 1 above) and test Notes. Does it do the same thing in Safe Mode?

3. Finally, restart the computer and start up normally. Test Notes. Still crashing?

1. Click Finder in the Dock, then click 'Go' in the menu bar at the top of your screen.

2. Hold down 'option' on the keyboard and choose 'Library' from the menu

3. Navigate to the folder called

Containers

Inside that folder, move the entire com.Apple.Notes folder to your Desktop.

(the full path is ~/Library/Containers/com.Apple.Notes/ )

Relaunch Notes.

Any improvement? If not, move that com.Apple.Notes folder back to where it was and report back here.
